As swine flu spreads at an alarming rate,[link widoczny dla zalogowanych], one probable case has been identified in Korea,[link widoczny dla zalogowanych], while five more people are showing suspected symptoms after returning from visits to Mexico and the United States. Suspected cases are being continuously reported in Europe, South America, Asia and Australia. The bird flu outbreak in 2005 led to 140 cases of human infection over a two-year period, with 70 deaths. But in less than a month, swine flu has led to 2,000 human infections and more than a hundred deaths.
In February of 2005,[link widoczny dla zalogowanych], the Korea Centers for Disease Control and Prevention produced a chilling scenario that estimated up to 10 million people being infected, a million hospitalized and 30,[link widoczny dla zalogowanych],000 dying if a bird flu epidemic broke out in the country.
The way the government has been dealing with the current epidemic situation has done little to bolster public confidence. The government was informed by the World Health Organization at around 3 p.m. last Friday to prepare for the spread of swine flu and at 11:14 p.m.,[link widoczny dla zalogowanych], ordered the health authorities to strengthen inspections on travelers coming from Mexico. At 8 p.m. on Saturday,[link widoczny dla zalogowanych], the government held an emergency meeting with health experts and issued a news release at 10 p.m. announcing emergency quarantine and disinfection measures and advising travelers to notify health officials if they develop flu-like symptoms.
In Japan,[link widoczny dla zalogowanych], however, the Ministry of Health and Welfare,[link widoczny dla zalogowanych], upon receiving the WHO's notification, established a briefing room within the ministry that night and issued an emergency order for all prefectural health departments to gather samples from those who had visited Mexico since March and were showing suspected symptoms. The Ministry of Agriculture, Forestry and Fisheries also ordered veterinary inspection agencies across the country to test imported pork for swine flu. On Saturday morning,[link widoczny dla zalogowanych], a swine flu team was set up at the crisis management center at the prime minister's office.
Korea and Japan were notified of the swine flu pandemic by the WHO at the same time,[link widoczny dla zalogowanych], but Korea's response was much slower. Success or failure to contain a highly-contagious disease like swine flu is determined by the effectiveness of initial quarantine and disinfection measures. In Japan, the prime minister is leading the swine flu response team. But in Korea, the head of the KCDCP, a level-one public servant,[link widoczny dla zalogowanych], is leading such efforts.
It is fortunate that a person suspected of having contracted swine flu after visiting Mexico voluntarily went to a government-run clinic to get tested. If that person had wandered around, coming into contact with people, a lot of damage could have been done. The government had better wake up,[link widoczny dla zalogowanych], while the public should remain cautious.
