The U.S. Republican Party's (GOP) policy committee released Friday (KST) a Policy Perspectives Paper harshly critical of President Clinton's North Korean policy, calling it a "truly mad policy" based on "blind optimism." The paper called for the next administration to seriously reconsider U.S. policy which it claimed aided North Korea to develop ballistic missile capability and nuclear weapons. The eight page report said that while Kim Jong-il was smiling in front of TV cameras, his technicians were developing nuclear warheads for his long range missiles with assistance provided by President Clinton and vice-President Gore. It added that the U.S. should not spend a "single cent" on North Korea.

It's military build up and nuclear weapons development were done at the cost of millions dying of hunger.
